Lead Evaluator, 2 Evaluations of DOL BuildCA2P and ACE Projects, Philippines and Vietnam

Proposal Objective:

Social Impact is putting together a proposal to conduct two final evaluations over a 12-month period, one of the DOL ILAB BuildCA2P project in the Philippines; and one of the DOL ILAB Against Child Exploitation (ACE) project in the Philippines and Vietnam.

Position Description:

SI is seeking an experienced Lead Evaluator (LE) consultant for this evaluation. The LE will be responsible for the overall design, implementation, and dissemination of the evaluations. The LE will lead development of the evaluation designs using the appropriate combination of quantitative and qualitative methodologies to answer the evaluation questions. The LE will be responsible for managing the evaluation teams, serving as the evaluation's main point of contact to the DOL ILAB and ensuring high quality of all project deliverables.

This is a short-term assignment over the 12 month period, expected to start in summer 2024, with anticipated fieldwork around July/August 2024.

Responsibilities:

  • Liaise on a regular basis with USDOL ILAB, SI HQ, and stakeholders involved in the evaluations.
  • Define the evaluation approach and methodology.
  • Guide and manage the evaluation team.
  • Lead the evaluation mission and representing the evaluation team.
  • Draft and revise, as required, the inception report, the debriefing presentation and evaluation report in line with USDOL ILAB.
  • Oversee the data collection and data synthesis efforts.
  • Ensure quality control and timely submission of all client deliverables.
  • Draft, finalize and present the interim/final evaluation report to USDOL ILAB.
  • Make final selection of stakeholders to be interviewed in collaboration with USDOL and the grantee.

Qualifications:

  • Master's degree or higher.
  • At least 5 years of experience evaluating international development projects in areas related to the project activities and country/region.
  • Expertise in conducting performance evaluations of international development projects using qualitative and quantitative methodologies.
  • Prior experience as Lead Evaluator/Team Leader of similar evaluations in the international development sector.
  • Experience conducting evaluations in Vietnam, the Philippines, and/or South East Asia.
  • Ability to produce high quality reports in proficient English in a timely fashion.
  • Fluent, native-level written and spoken English. Fluency in Tagalog and/or Vietnamese additional strength.
  • Expertise in any of the following areas is preferred and considered an additional strength: child labor, child protection, awareness raising, capacity building, agricultural supply chains.
