About the Mission You Will Join:
VMD is rapidly growing IT services company focused on tackling some of the big challenges in Immigration, Travel, and Critical Infrastructure Protection. We are looking for dynamic individuals to act as "Game Changers" in driving operational efficiency to our customers. In this role, you will be supporting the Department of Homeland Security mission, specifically working to enhance the immigration experience through IT modernization and innovative digital strategies.
Your Impact to the Mission:
  • As the Release Manager you will be responsible for facilitating and coordinating software releases as they are deployed across the delivery pipeline. You will plan and guide cross functional teams in executing project tasks using the principles of Lean Agile development.
  • Additionally, you will play a pivotal role in collaborating with Product Owners, requirements team, development teams, and other stakeholders to mitigate dependencies and incorporate strategies to address technical debt.
  • Supporting the development, maintenance, and implementation of a Program Management Plan (PMP), Performance Management Plan, and a Risk Management Plan to provide program management support in adherence to DHS policies and guidelines.
  • Serving as the federal government's point of contact for the program.
  • Standardize and track Agile delivery metrics across the program to build a culture around continuous improvement.

Experience Needed to Be Successful:

  • Experience with Agile delivery and release planning. Tools include Jira, Confluence, and others.
  • Knowledge in delivering cloud based solutions and services in a mission critical environment.
  • Experience creating standard release guidelines.
  • Ability to build product roadmaps in Jira.
  • Experience identifying and removing impediments from sprints and projects to ensure on time completion.
  • Experience developing user stories, including facilitation, prioritization, and negotiation with business sponsors, stakeholders, project sponsors, product owners, and development teams.
  • Experience developing metrics and reports for tracking sprint, project, and overall program execution.
  • Experience creating and maintaining requirements documentation, including business process flows, functional specifications, use cases, test plans, and supplementary specifications.
  • Experience with all aspects of configuration management planning including configuration identification, change control, configuration status accounting, configuration audits, configuration documentation.

Desired qualifications and Experience:

  • 10 years leading dynamic, agile software teams.
  • Experience delivering mission critical systems in the immigration and travel domains.
  • Proven track record in implementing Agile methodologies to improve software delivery.
  • Understanding of Event-driven architecture, Cloud technologies, and Human Centered Design Principles.
  • Any experience with Agile Coaching is a plus.
  • Knowledge of DHS SELC

Basic Qualifiers:

  • Education Requirement: Bachelor's degree
  • Can Additional Years of Experience Substitute for Degree? Yes
  • Required Certification(s): Project Management Professional (PMP) and Certified Scrum Master (CSM)
  • Desired Certification(s): Agile Certifications i.e Scaled Agile Framework (SAFe) Agilist, SAFe Practice Consultant, SAFe Practitioner; Any Cloud certification is a plus
  • Minimum Years of Overall Experience: 8
  • Minimum Years of Specific Experience in Field: 8
  • Minimum Clearance to Start: Public Trust
  • Work Status Allowable: US Citizen

Travel and Telecommuting:

  • Travel: Little (less than 10%)
  • Telecommute Options: Hybrid. Occasional trips to client site for meetings. Candidate needs to be located in the DC metro area.
