As an Electrical Construction Coordinator I, you will provide technical services related to the installation of medium voltage, commercial/industrial electrical components, and facilities.

Electrical Construction Coordinator I

This is a developmental level position at "the first rung of a career ladder". To move to the next rung, the employee must earn the certifications and license as described in "Certifications and Licenses: SELCON1 - Second Rung"). Upon achieving these requirements, a one-grade increase is awarded non-competitively and the incumbent remains on this job description (SELCON1). Movement to the Electrical Construction Coordinator II (SELCON2) is intended upon achieving the requirements listed in that Job Profile.

Serves in the Building Codes Department of the Office of Engineering located at either Washington Dulles International (IAD) or Ronald Reagan Washington National Airport (DCA).

Provides technical and consultative services related to the installation of new, and modification of existing, medium voltage, commercial/industrial electrical components, and facilities. Ensures that field installations and modifications made to electrical infrastructure are performed correctly, safely, and are properly coordinated with Airports Authority facility and maintenance shops. May serve as an independent, special code inspector and plan reviewer. Performs related functions.

GENERAL RESPONSIBILITIES

Supports the planning and design of critical electrical distribution and control facilities at DCA, IAD, DTR, and the Dulles International Airport Access Highway.

Coordinates, inspects, and oversees the installation and modification of existing medium voltage commercial and industrial electrical facilities and components.

Serves as the Office of Engineering subject matter expert when addressing medium and high voltage electrical systems and distribution with regional power providers and Airport facility/maintenance staff.

Ensures proper integration and commissioning of new electrical systems and modifications to existing systems to ensure seamless, reliable, and continuous electrical power to the Airports Authority.

May provide oversight and guidance to contractors, consultants, and Airports Authority staff on electrical construction projects, as required.

Conducts inspections for electrical distribution systems and facility construction and modification; ensures compliance with Virginia Uniform Statewide Building Code (USBC), National Electric Code (NEC), or other building standards and codes.

May serve as an electrical plan reviewer and assist the Plans Reviewer and Building Codes Manager.

Coordinates inspection efforts with other Airports Authority inspectors or contract inspectors and engineers to implement required or appropriate changes for code violations.

Serves as code inspector in support of the Office of Engineering Building Codes Department, as required.

Performs other duties as assigned.

QUALIFICATIONS

Four years of progressively responsible experience in the installation, testing, diagnosis, maintenance, and repair of medium voltage (600v-34.5\69kv) electrical equipment and systems.

Journey-level knowledge of, and skill in, medium voltage (600v-34.5\69kv) electrical equipment/systems installation, testing, maintenance, troubleshooting, and repair/ replacement. This includes knowledge of the theories, principles, and standards of electrical work.

Ability to conduct onsite code inspections of construction projects.

Comprehensive knowledge of electrical codes including USBC and NEC codes and standards and ability to detect and advise on electrical code violations and improper or inappropriate practices of construction workers and crews.

Knowledge of construction industry standards and practices (e.g., civil/structural construction, electrical, plumbing, fire protection, and elevator) sufficient to review and ensure blueprints and construction drawings comply with applicable building codes.

Ability to perform complex analyses of data and information (including electrical and mathematical analyses) and make recommendations.

Ability to speak and write effectively in the English language.

Skill in using a computer and modern office suite software.

PREFERRED QUALIFICATIONS

Experience in commercial permit plan review and code inspections.

Certification as a Commercial Electrical Inspector (E1) from the International Code Council (ICC).

EDUCATION

A high school diploma or a Certificate of General Educational Development (GED).

CERTIFICATIONS AND LICENSES REQUIRED (SELCON1 - First Rung)

A state driver's license in good standing.

Licensed as a Journey Electrician or master electrician.

Certification as an Electrical Inspector General in the Commonwealth of Virginia within one year of hire, promotion, or placement in the job.

CERTIFICATIONS AND LICENSES REQUIRED (SELCON1 - Second Rung)

VDHCD Certification as a Building Inspector in each of the four disciplines (building, electrical, plumbing, and mechanical).

Licensed as a Master Electrician.

NECESSARY SPECIAL FACTORS

Must maintain all required certifications, including completion of any continuing education requirements.

May be exposed to adverse weather conditions and dust/dirt when visiting fieldwork sites. Wears personal protective equipment, as needed.

Work is typically reviewed in progress and upon completion for quality, quantity, timeliness, teamwork, customer service, and other factors.

A background security investigation will be required for all new hires.
