Job Description
Under general supervision functions as a consultant, educator, expert practitioner and researcher. Serves as organizational resource to ensure evidence-based practice, and to facilitate optimal patient care within the GBMC Medical Center community. Is accountable for clinical practice issues within area of expertise.

Education

Master's degree in Nursing or higher level after completing the basic nursing program. Completion of program in a specialty area in nursing accredited by NLNAC, CCNE or any other accrediting body recognized by the Board of Nursing.

Experience

At least five (5) years' experience in relevant clinical area

Skills

  • Advanced knowledge of nursing theory, practice and education.
  • Advanced skill in nursing procedures and development of sound educational programs.
  • A high level of analytical skills to develop and evaluate educational programs, resolve complex patient care problems and prepare comprehensive plans of care.

Licensures, Certifications

  • Current Maryland Registered Nurse license.
  • Completion of "Healthcare Provider" CPR course, every two years.
  • Advanced life support certification required (eg. ACLS, PALS, NRP), based on specialty area.
  • Certification in area of specialty required
  • Certification as Clinical Nurse Specialist in a Clinical Nurse Specialty by the ANCC, or any other national certifying body recognized by the Board preferred

Physical Requirements

  • Ability to stand and walk almost constantly up to ninety (90) percent of work time and lifting and positioning patients up to fifty (50) percent of work time.

Working Conditions

  • Works in classroom, office or patient care areas with little exposure to excessive noise, dust, temperature.
  • Exposed to adverse working conditions due to performance of patient care activities and exposure to communicable diseases.

Conditions of Employment

Principal Duties and Responsibilities

Educational Competency

1. Identifies educational needs of staff through assessment of practice in the clinical area, and communicates to education specialist and manager.

2. Participates in formal and informal education in area of expertise.

3. Acts as a clinical resource to affiliating student programs.

Direct Care Competency - direct interaction with staff, managers, physicians to promote best practice and compliance with department standards and hospital policies.

  • Identifies potential risks to patient safety and quality of care based on departmental assessment of performance, knowledge and practice of staff.

  • Synthesizes assessment data, advanced knowledge, experience, using critical thinking and clinical judgment to formulate and develop strategies using evidence based practice model to achieve defined system outcomes.

  • Assists staff in the development of innovative, cost-effective programs or protocols of care.

  • Evaluates nursing practice that considers Safety, Timeliness, Effectiveness, Efficiency, Efficacy and Patient-centered care.

  • Determines when evidence based guidelines, policies, procedures and plan of care need to be tailored/adjusted to individual units and patient population.

  • Differentiates between outcomes that require care process modification at the department staff level and those that require modification at the system level.

  • Provides leadership for collaborative, evidence-based revision of department guidelines, protocols, policies and procedures to improve patient outcomes.

Consultation Competency - is the recognition as having specialized clinical expertise.

  • Provided consultation to staff nurses, medical staff and interdisciplinary colleagues.
  • Analyzes data to implement practice changes.
  • Communicates findings to appropriate individuals to obtain resources as necessary to facilitate progress toward achieving identified outcomes.

System Leadership Competency - is the ability to manage change and empower others to influence clinical practice and political processes both within and across departments.

  • Facilitates the provision of clinically competent care by staff/team through education, role modeling, team building, and quality monitoring.
  • Performs department level assessment to identify variables that influence nursing practice and outcomes.
  • Determines nursing practice and department interventions that will promote patient safety and optimal outcomes.
  • Uses effective strategies for changing clinician and team behavior to encourage adoption of evidence-based practices and innovation in care delivery.
  • Develops age-specific and departmental clinical standards, policies and procedures
  • Uses leadership, team building, negotiation, and conflict resolution skills to build partnerships within and across departments.

    Evaluates use of products and services for appropriateness and cost/benefit in meeting care needs. Evaluates impact of introduction or withdrawal of products, service and technologies.

  • Assesses the quality and effectiveness of interdisciplinary and inter/intra-departmental communication and collaboration.

    Completes a needs assessment as appropriate to guide interventions with staff
    Promotes professional development of staff nurses and continuing education activities.
    Implements staff development and continuing education activities. Mentors nurses to translate research into practice.
  • Contributes to the advancement of the profession as a whole by disseminating outcomes of CNS practice though presentations and publications.
  • Mentors staff nurses, graduate nurses and other to acquire new knowledge and skill and develop their careers.
  • Mentors health professionals in applying the principles of evidence-based care.
  • Uses coaching and advanced communication skills to facilitate the development of effective clinical teams.
  • Provides leadership in conflict management and negotiation to address problems.

Research Competency

  • Analyzes findings and other evidence for their potential application to clinical practice.
  • Applies principles of evidence-based practice and quality improvement to all patient care.
  • Assesses system barriers and facilitators to adoption of evidence-based practices.
