Overview

This position is on the Cost Estimating and Investment Analysis Team and will provide support to government customers and internal projects. The support includes cost estimating and analyses of the client's portfolio of mission equipment and ancillary support components. Cost products will support contract award process, budget development, investment decisions, and as elements of other program products and requirements to provide cost information to Congress, OMB, and other stakeholders.

Responsibilities
    Research, analyze, catalog, and archive results, for all analytical products including studies and databases.
  • Conduct, develop, prepare and document all cost estimating and analysis for project/program Life cycle cost estimates (LCCEs) ranging from Analysis of Alternatives (AoA), Business Case Analysis (BCA), Rough Order of Magnitude (ROM), to Acquisition Decision Milestone Decision event LCCEs.
  • Develop independent government cost estimates (IGCEs) for the client's programs and projects, as well as ad hoc estimates.
  • Conduct analysis resulting in the development of Cost Estimating Relationships (CERs) and improving cost estimating techniques, processes and tools.
  • Perform Independent Cost Assessments (ICAs) and reviews.
  • Conduct sensitivity and uncertainty analyses.
  • Participate in program meetings and technical interchanges to remain current with program requirements.
  • Participate in the review and reconciliation of estimates developed by other contractors or organizations.
  • Present results of estimates in a variety of formats such as verbal presentations, narrative reports, and briefings charts
  • Generate estimates in accordance with all government requirements (e.g., GAO Cost Assessment Guide, FAR, and any organization specific estimating guidelines)
  • Provide cost analysis to facilitate the development of performance measures and key cost indicators and partner with customer staff to identify and act upon high-value, data-informed strategic opportunities that aim to elevate operational success.
Qualifications

Required:

  • Proficiency in Microsoft Word, Excel, Outlook, PowerPoint, and SharePoint.
  • Ability to communicate clearly with a variety of stakeholders.
  • Ability to effectively solve problems and perform cost analyses.
  • Proven ability to manage multiple projects while paying strict attention to detail.
  • Strong quantitative analysis skills.
  • Strong communication skills, both oral and written.
  • A true team player who maintains a positive attitude in a dynamic environment.
  • Ability to pass a government background investigation, including financial, criminal, residential, educational, foreign affiliation, prohibited substance use, and employment verifications; Please note that only U.S. citizens are eligible for a to apply for this position.

Senior: Minimum of a master's degree and 10 or more years in Financial Analyst OR a bachelor's degree and 18+ years of experience in cost estimating/analysis role

Mid-Level: Minimum of a master's degree and 3-7 years in Financial Analyst OR a bachelor's degree and 14+ years of experience in cost estimating/analysis role

Junior: Minimum of a bachelor's degree and 1-3 years in cost estimating/analysis role

Desired:

  • Previous experience leading teams of estimators.
  • Relevant cost estimating certifications with ICEAA or AACE.
  • Experience with ACEIT and Crystal Ball software
  • Current Background Investigation
