GSE is seeking a motivated, career and customer-oriented Budget Analyst to join our team at Fort Belvoir, Virginia, providing unparalleled support to our customer and in an exciting and rewarding career. This position provides Advisory and Assistance Services (A&AS) to the Defense Threat Reduction Agency (DTRA), Nuclear Technologies Department, developing capabilities that enable an effective nuclear deterrent, integrate conventional forces to operate effectively in a nuclear environment, and counter nuclear threat networks.


The successful candidate will assist in the development of acquisition packages supporting defense mission assurance efforts within the department. This includes tracking and reporting on the financial execution for multiple existing projects in addition to planning and putting in place acquisition strategies for future mission support efforts. The candidate will coordinate acquisition information on behalf of, and in coordination with, multiple division teams; track and report on the status of acquisition projects and funding status to include analysis on commitments, obligations, expenditures, and unliquidated funding amounts; maintain government financial management tools; liaise between project managers and budget analysts to support short-range and long-range acquisition planning for the divisions.


The candidate will work in close collaboration with the Government staff to provide planning, programming, budgeting and execution (PPBE) support to include assistance in developing program requirements, goals, acquisition strategies and contracting plans; developing and implementing program plans and performing budget execution and administration work involving the monitoring-of obligations incurred and the actual project expenditures. Provide experience and knowledge in DoD acquisition management, fiscal policies, integration and application of regulations, and development of contract packages.


Qualifications:

  • Bachelor's Degree plus 10 years of relevant experience or Masters Degree plus 8 years of relevant experience in Business or Financial Management.
  • Experience with DoD contracting/acquisition and preparing and coordination of acquisition documentation and execution of program acquisition strategies and analysis is required.
  • Acquisition Management experience with DTRA is highly desired. Experience in the application of DoD Financial Management Tools such as DAI is desired. Experience in the application of DTRA's SMART financial management tools is also desired.
  • Must be proficient in using a personal computer and Microsoft Office programs; Word, PowerPoint, Access, Outlook. Must be expert in Microsoft Office Excel program.
  • Must have SECRET clearance.
  • Very little to no travel required.
