Project Overview:
URC is seeking an experienced Project Director to lead the anticipated, five-year, USAID Global Resilience Against Drug-Resistant Tuberculosis (GRAD TB).
The anticipated GRAD TB project will have an estimated award ceiling between $50M and $99M with a global scope of work that will entail concurrent operations in multiple countries. The is project designed to scale up and improve management of DR TB in USAID supported countries, with a focus on expanding access to high quality treatment services. It will provide specialized technical assistance to enhance the quality of DR-TB program in TB priority and Global Fund Technical Assistance countries.
Responsibilities:
The Project Director's responsibilities will include the overall planning and coordination of the Cooperative Agreement's activities including the work of any sub-recipients in the Agreement. Primary responsibilities include, but are not limited to:
  • Strategic leadership and vision in the development and implementation of strategies and approaches aimed to support Ministries of Health/ National TB Programs' capacity to provide access to high quality services across the TB continuum of care.
  • Administrative, programmatic, and managerial oversight to all aspects of the project to ensure that all interventions are technically sound and appropriate, and executed to meet USAID performance standards.
  • Monitor the implementation of activities, including progress toward achieving stated objectives and benchmarks with high-quality and on-time performance.
  • Ensure technical capacity of staff and provide technical assistance and backstopping when required.
  • Achievement of project goals (meeting or exceeding expected project targets and deliverables on time and within budget) as per project and client(s) approved workplan;, monitoring, evaluation, and learning plan; and gender action plan.
  • Work with regional and country directors to cultivate and maintain effective dialogue and relationships with project client(s), beneficiaries, partner(s), coworkers and other local regional, and international stakeholders.
  • Recruit and supervise staff and short-term technical assistance to meet evolving project demands; provide mentoring and skills building to local staff and key local counterparts.
  • Act as the project's primary representative to USAID.
  • Establish and maintain highly collaborative working relationships with USAID, government counterparts, and all other stakeholders, including key internal and external stakeholders, beneficiaries, subcontractors, and partners.
  • Ensure documentation and dissemination of findings, impact, innovations, and lessons learned.
  • Ensure timely, high-quality, and complete submission of work plans, quarterly and annual reports, M&E reports, financial reports, and any other reports required by USAID.
  • Ensure that all activities are undertaken in full compliance with URC standard operating procedures, USAID policies and regulations, and national policies and laws.
  • Promote sustainability of project activities with effective networking, linkages to other programs, capacity building of project staff, and institutional strengthening of staff.

Qualifications:
  • Education: MD required. Master in Public Health or similar advance degree, preferred.
  • Senior leadership experience on donor funded projects of similar size and scope. Experience implementing multi-country US Government projects required, USAID project management strongly preferred.
  • At least 15 years' experience designing or implementing donor funded projects,
  • Experience and expertise in the field of Drug Resistant TB diagnosis, prevention, and treatment in low and middle income countries. Experience in multiple countries and regions preferred.
  • Experience working with host country government agencies, particularly National TB Programs, governments, international organizations and local nongovernmental organizations..

Physical Demands
  • This position operates in a professional office environment and routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
  • This position would require opening filing cabinets and bending or standing on a stool and may require the ability to lift files/folders/boxes, as necessary.
  • Ability to travel to Washington, DC at least four times a year, or as required by the donor, required.
  • In addition to travel to Washington, DC, this position may require travel up to 20% of the time to domestic and international locations with varying distances, duration, and modes of transport.
