Responsibilities

Modern Technology Solutions, Inc. (MTSI) is seeking a Senior Facilities Manager to join our team. You will be responsible for maintaining compliance with applicable security regulations and leading the security program for various Special Access Program (SAP) and Sensitive Compartmented Information (SCI) programs. This position will be located in the Lorton Va.

Your essential job functions will include but may not be limited to:

  • Oversee classified security programs and provide expertise in all security functions in accordance with the DoD Special Access Program (SAP) Security Manuals (DoD Manual 5205.07 Volumes 1-4), Sensitive Compartmented Information Administrative Manuals (DoD Manual 5105.21 Volumes 1-3), Director of National Intelligence (DNI) Intelligence Community Directives (ICD), IC Technical Specification (IC Tech Spec) for ICD/ICS 705, the National Industrial Security Program Operating Manual (NISPOM), and other applicable security regulations and requirements
  • Ensure compliance with government and corporate security policies/procedures.
  • Oversee the construction and accreditation of new classified storage and processing facility and requirements implementation and advise MTSI Site Lead of compliance or variances
  • Evaluate proposed SCIF construction plans (drawings, blueprints, and schematics) for threats, vulnerabilities, and assets to determine the most efficient countermeasures required for physical and technical security
  • Pursue and obtain customer accreditation for Special Access Program Facilities (SAPFs) and Sensitive Compartmented Information Facilities (SCIFs) in accordance with SAP and SCI DoD Manuals, IC Tech Spec, and other government requirements (physical security, facility security and access control, network and IT security, cryptography, personnel, etc.)
  • Process and maintain appropriate accreditation documentation for each open storage area, SAP facility, and SCI facility
  • Implement and manage personnel, physical, and technical security (e.g., TEMPEST and TSCM) actions and procedures per customer directives
  • Conduct periodic security inspections for the duration of the project to ensure compliance with the Construction Security Plan (CSP)
  • Document security violations or deviations from the CSP and notify the MTSI Site Lead
  • Manage and maintain UL-2050 Compliant Intrusion Detection Systems (IDS) and automated Access Control Systems (ACS)
  • Provide guidance and assistance for processing SAP and SCI position and eligibility requests
  • Ensure the development, documentation, and presentation of classified security education, awareness, and training activities

Qualifications

Requirements:

  • 10+ years of collateral, SAP, and SCI security management experience
  • Recent practical experience supporting DoD Special Access Program (SAP) and Sensitive Compartmented Information (SCI) security programs
  • Thorough knowledge of DoD 5205.07 Volumes 1-4, DoD 5105.21 Volumes 1-3, IC Tech Spec-for ICD/ICS 705, DNI Directives, NISPOM, and other applicable security regulations and requirements
  • Experience building SCIFs required
  • Formal SCIF construction training / education desired
  • Ability to develop and execute SAP and SCI security policy, plans and procedures
  • Proficient with Joint Personnel Adjudication System (JPAS); Defense Information Systems for Security (DISS), and Scattered Castles
  • Excellent organizational/communications skills and the ability to effectively interact with staff at all levels

Education Requirements:

  • Bachelor's degree in a related discipline

Clearance Requirements:

  • TS/SCI with previous SAP experience.
  • U.S. Citizenship is required for this position.
