Background and Scope of Work:
The Institute for Security Governance (ISG), an organizational entity of the Defense Security Cooperation University (DSCU) within the Defense Security Cooperation Agency (DSCA), will be collaborating with the Defense Institute of International Studies (DIILS) in planning for, and implementing, institutional capacity building (ICB) engagements with emerging partner nations in the pursuit of mutually agreed-upon institutional capacity building objectives related to defense legal topics/themes.
These security cooperation engagements will typically be for short-term technical assistance, with the focus for each engagement being tailored to the needs of the country and to mutually agreed upon objectives.
Dexis is currently calling for CVs and resumes of interested Subject Matter Experts and consultants with expertise in common topics/themes for these engagements, which may include:
- Military Law Organizational Development and Relationships
- Principles, Practices, Processes, and Standards in Military Justice Codes
- Policy Development for Legal Systems
- Operational Law (Role of legal review and advice in planning and executing operations)

Consultants/SMEs will draft, develop, and/or contribute to deliverables that may be completed or finalized by contractor or government personnel. Deliverables may include:
- Study Reports
- ICB Engagement Support Materials
- Ad hoc Papers, Reports, Planning Documents
- After Action Reviews
- Meetings / Calls
- Trip Reports
Travel will be required during these short-term engagements, possible destinations include:

Tasks and Responsibilities:
Operations Research Analysts' responsibilities may include:
- Formulate and apply mathematical modeling and other optimizing methods to develop and interpret information that assists management with decision making, policy formulation, or other managerial functions.
- May collect and analyze data and develop decision support software, service, or products.
- May develop and supply optimal time, cost, or logistics networks for program evaluation, review, or implementation.
- Using statistical analysis or simulations to analyze the information to define operational problems, develop methods to analyze the problem, and develop practical solutions.
- Defining data requirements, gathering and validating information, and applying judgment and statistical tests to devise problem-solving actions.
- Developing mathematical models of potential and existing operational problems.
- Advising leadership teams on solutions and assisting with decision making.
- Producing high-quality reports on findings and recommendations.
- Developing time and cost networks to plan, control, and review large projects.
- Developing business methods and procedures, such as accounting systems, logistics systems, and production schedules.
Selection Criteria: All labor categories require at least a Secret security clearance. A Top Secret security clearance is preferred.
Junior:
Bachelor's degree (in operations research, engineering, computer science, mathematics, or related field preferred)
- Up to 3 years of experience
- Relevant experience in legal-related defense topics listed above
- Fluency in English
- Excellent analytical, critical thinking, problem-solving, and mathematical skills.
- Strong communication, interpersonal, and report writing skills.
- Computer literacy and familiarity with advanced statistical and database software.
Journeyman:
- Bachelor's degree or higher (in operations research, engineering, computer science, mathematics, or related field preferred)
- At least 3 years of experience
- Relevant experience in legal-related defense topics listed above
- Ability to work independently
- Fluency in English
- Excellent analytical, critical thinking, problem-solving, and mathematical skills.
- Strong communication, interpersonal, and report writing skills.
- Computer literacy and experiene with advanced statistical and database software.
- Proven work experience as an Operations Analyst or similar role
Senior:
- Master's degree or higher (in operations research, engineering, computer science, mathematics, or related field preferred)
- At least 10 years of experience
- Relevant experience leading high-visibility work in legal-related defense topics listed above
- Ability to work independently
- Fluency in English
- Demonstrated ability to lead
- Demonstrated ability to work independently
- Detail Oriented
- Ability to produce high-quality reports in English
- Experienced in providing detailed analysis, evaluation and recommendations for improvements, optimization development, and/or maintenance efforts for client-specific or mission critical challenges/issues
- Proven work experience as an Operations Analyst
- Experience using statistical and database software
- Consulting and project management expertise
- Excellent analytical, critical thinking, problem-solving, and mathematical skills.
- Strong communication, interpersonal, and report writing skills.
- Expertise with advanced statistical and database software.
Subject Matter Expert:
- Highly specialized or particular expertise in any of the legal-related defense topics listed above
