Manhattan StrategyGroup(MSG)in Bethesda, MDis seeking a Program Manager/Project Director to manage a team of developers, engineers, consultants, and analysts to support a Federal contract for the Department of Labor (DOL), Office of Chief Information Officer (OCIO). The purpose of the project is to support the development and implementation of existing internal and external DOL websites, content management systems, and custom applications. As the Program Manager/Product Director, you will serve as DOL's main point of contact and provide supervision and guidance for project staff.

Job Responsibilities/Duties:
  • Serve as the primary point of contact between the COR, SME, and Project Lead
  • Convene weekly progress meetings and facilitate review and approval process.
  • Create, update, evaluate, and manage the project work including the operation of multiple simultaneous agile development teams.
  • Ensure all deliverables are produced on time, budget and resources are efficiently managed, and the technology implementation is done successfully, as evidenced by key performance indicators.
  • Oversee the development of project materials and the implementation of project events.
  • Edit and submit monthly progress reports on activities conducted.
  • Facilitate contract modification(s), as needed.
  • Facilitate website launch and maintenance.
  • Produce thorough analytics report, with full analysis and recommendations for continuous improvement * Manage the day-to-day workflow of the project, set priorities, and delegate tasks.
  • Manage client expectations and work to resolve client issues.
  • Mentor and encourage staff to strive for excellence.
  • Contribute to MSG business development, including identifying possible new businesses and participating in proposal development.
  • Assist the business development team with proposal support when needed.
Qualifications:
  • U.S. Citizenship required.
  • PMI Program Management Professional (PgMP) certification required.
  • PMI Project Management Professional (PMP) certification required.
  • Accredited Change Management certification is required.
  • Scaled Agile Framework Agilist certification required.
  • Must be able to obtain a Public Trust
  • Master's degree in business administration (BA) or business/economic/technical disciplines required.
  • A minimum of ten (10) years of program management services and direct support to public sector organizations.
  • A minimum of ten (10) years of experience in the areas of Web Modernization, Change Management, and Program Management with relevant examples of applying this expertise to the planning, execution, and control of web initiatives.
  • A minimum of ten (10) or more years of in-depth experience working with Federal Agencies in planning for and managing Web Modernization
  • Very strong writing and presentation skills
  • Ability to communicate with both business users and Information Technology staff at all levels.
  • Experience with Microsoft Office products including Word, Exchange, Excel, and SharePoint
  • Excellent written and oral communication skills
  • Strong organizational and task management skills
  • Ability to manage time effectively and work under deadlines in a fast-paced environment.
  • Experience working for or with the US Department of Education Department of Health and Human Services (HHS) or Department of Labor (DOL) is preferred.
